SYNOPSIS AS INTRODUCED:
10 ILCS 5/1-4.5 new

Amends the Election Code. Requires the State Board of Elections to develop a program or enter into a contract with a third-party developer to create a program that allows petition signatures to be collected on mobile and tablet electronic devices. Provides that the program shall be made available, free of charge, to all political committees who have filed statements of organization with the Board. Provides the requirements for the program.

1 AN ACT concerning elections.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Election Code is amended by adding Section
51-4.5 as follows:
6 (10 ILCS 5/1-4.5 new)
7 Sec. 1-4.5. Digital petition signatures. The Board shall
8either develop a program or enter into a contract with a
9third-party developer to create a program that allows petition
10signatures to be collected on mobile and tablet electronic
11devices.
12 The program shall be made available, free of charge, to all
13political committees who have filed statements of organization
14with the Board.
15 The user facing portion of the program shall be
16downloadable in the form of a mobile or tablet application. The
17application must be downloadable from at least the 2 largest
18digital distribution platforms for mobile applications.
19 The program, at a minimum, must be able to:
20 (1) determine whether a signer is already registered;
21 (2) allow the signer to register or update his or her
22 registration;
23 (3) determine whether a signer lives in the

1 jurisdiction of the petition for which he or she is
2 signing;
3 (4) determine if the signer has already signed another
4 petition for the same office if that office precludes
5 signing multiple petitions;
6 (5) collect the signature of the signer;
7 (6) record the date and time of the signature;
8 (7) record the circulators information; and
9 (8) email the signer a confirmation of his or her
10 signature, the date and time, what petition he or she
11 signed for, and a list of all the other petitions the
12 signer has signed during that election cycle using the
13 program.
