1		AN ACT concerning State government.
2		Be it enacted by the People of the State of Illinois,
3		represented in the General Assembly:
4		Section 5. The Capital Development Board Act is amended by
5		adding Section 19 as follows:
6		(20 ILCS 3105/19 new)
7		Sec. 19. Access to State building or construction codes.
8		(a) The Board shall maintain on its website, accessible
9		from the Illinois State Government website, links to all
10		currently applicable State building codes as provided in the
11		Illinois Administrative Code.
12		(b) Every State agency that proposes to adopt new building
13		or construction requirements, or amendments to existing
14		requirements, shall report that proposed activity to the Board.
15		For purposes of this Section, State agency building or
16		construction requirements include, but are not limited to,
17		those affecting general construction, plumbing, electrical,
18		accessibility, fire protection, drinking water, waste water,
19		asbestos, ozone, radon, and any other requirements that the
20		State applies to construction activities. The report shall be
21		submitted at least 30 days before the State agency officially
22		proposes the changes by filing the First Notice of its
23		rulemaking with the Secretary of State. The report shall

1		include a plain language summary of the proposed changes and
2		the State agency contact to whom comments on the proposal can
3		be made.
4		(c) The Board shall provide on its website the information
5		given to it by State agencies under subsection (b) and shall
6		provide a link to the Illinois Register page where the
7		rulemaking is proposed and can be viewed by the interested
8		public.
9		(d) When the State agency moves its rulemaking to Second
10		Notice, it shall notify the Board and the Board shall post a
11		notice of this activity on its website and provide a link to
12		the Illinois General Assembly website where the Second Notice
13		version of the rulemaking can be viewed.
14		(e) When the State agency adopts a rulemaking creating or
15		amending building or construction rules, it shall notify the
16		Board and the Board shall post a notice of this activity on its
17		website and provide a link to the Illinois Register page where
18		the adoption occurred.
19		Section 99. Effective date. This Act takes effect upon
20		becoming law.
