Bill Title: Amends the Illinois Vehicle Code. Sets forth the General Assembly's intentions. Requires the Environmental Protection Agency to adopt rules to implement the motor vehicle emission standards of the State of California and the advanced clean cars II program. Permits the rules to incorporate by reference the California motor vehicle standards established in the final regulations issued by the California Air Resources Board pursuant to Title 13 of the California Code of Regulations and adopted under the authority of Division 26 of the California Health and Safety Code. Effective immediately.

2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Vehicle Code is amended by adding | |||||||||||||||||||
5 | Section 13C-21 as follows:

6 | (625 ILCS 5/13C-21 new) | |||||||||||||||||||
7 | Sec. 13C-21. Vehicle emission testing standards. | |||||||||||||||||||
8 | (a) It is the intent of the General Assembly to establish | |||||||||||||||||||
9 | sales targets in this State that would allow manufacturers of | |||||||||||||||||||
10 | vehicles to increase the supply of zero-emission vehicles. | |||||||||||||||||||
11 | Establishing targets for the sale of zero-emission vehicles is | |||||||||||||||||||
12 | needed to meet State goals, address greenhouse gas and | |||||||||||||||||||
13 | criteria pollutant emissions, and provide market certainty to | |||||||||||||||||||
14 | help prepare the grid and alternative fueling infrastructure | |||||||||||||||||||
15 | for the zero-emission vehicle transition. | |||||||||||||||||||
16 | (b) By no later than December 1, 2024, the Environmental | |||||||||||||||||||
17 | Protection Agency shall adopt rules to implement the following | |||||||||||||||||||
18 | motor vehicle emission standards of the State of California, | |||||||||||||||||||
19 | the advanced clean cars II program, including the (i) | |||||||||||||||||||
20 | zero-emission vehicle program, (ii) low-emission vehicle | |||||||||||||||||||
21 | program, (iii) advanced clean trucks program, and (iv) | |||||||||||||||||||
22 | heavy-duty low NOx omnibus program, and shall amend the rules | |||||||||||||||||||
23 | within 6 months of any changes that arise to maintain |

1 | consistency with the California motor vehicle emission | ||||||
2 | standards and Section 177 of the federal Clean Air Act. The | ||||||
3 | rules may incorporate by reference the California motor | ||||||
4 | vehicle standards established in the final regulations issued | ||||||
5 | by the California Air Resources Board pursuant to Title 13 of | ||||||
6 | the California Code of Regulations and adopted under the | ||||||
7 | authority of Division 26 of the California Health and Safety | ||||||
8 | Code.
