 Amends the Environmental Protection Act. Provides that the Electric Vehicle Permitting Task Force shall include one member representing a statewide organization of municipalities as authorized under specified provisions of the Illinois Municipal Code.

1 AN ACT concerning safety.


2 Be it enacted by the People of the State of Illinois,

3represented in the General Assembly:



4 Section 5. The Environmental Protection Act is amended by 
5changing Section 52.10 as follows:

6 (415 ILCS 5/52.10)
7 (Section scheduled to be repealed on December 31, 2022)
8 Sec. 52.10. Electric Vehicle Permitting Task Force.
9 (a) The Electric Vehicle Permitting Task Force is hereby 
10created within the Environmental Protection Agency. 
11 (b) The Task Force shall consist of the following members, 
12which shall represent the diversity of the people of Illinois:
13  (1) The Director of the Environmental Protection 
14 Agency or his or her designee;
15  (2) The Director of Natural Resources or his or her 
16 designee;
17  (3) The Secretary of Transportation or their designee;
18  (4) Nine 8 members appointed by the Governor as 
19 follows:
20   (A) one member of a statewide organization 
21 representing manufacturers;
22   (B) one member of a statewide organization 
23 representing business interests;

1   (C) one member representing an environmental 
2 justice organization;
3   (D) one member representing a statewide 
4 environmental advocacy organization;
5   (E) one member representing the electric vehicle 
6 industry;
7   (F) one member representing the waste management 
8 industry;
9   (G) one member of a statewide organization 
10 representing agricultural interests; and
11   (H) one member representing a labor organization; 
12 and .
13   (I) one member representing a statewide 
14 organization of municipalities as authorized under 
15 Section 1-8-1 of the Illinois Municipal Code. 
16 (c) The duties and responsibilities of the Task Force 
17include the following:
18  (1) identify existing and potential challenges faced 
19 by the electric vehicle industry with respect to the 
20 process for obtaining necessary permits from the 
21 Environmental Protection Agency, the Department of Natural 
22 Resources, and the Department of Transportation, and 
23 potential solutions;
24  (2) conduct an assessment of State permitting fees, 
25 including those necessary for electric vehicle investment 
26 in Illinois, and the revenue generated by those fees;

1  (3) assess the permitting needs of the electric 
2 vehicle industry, including electric vehicle 
3 manufacturers, electric vehicle power supply equipment 
4 manufacturers, and electric vehicle component parts 
5 manufacturers;
6  (4) recommend changes to expedite permitting processes 
7 to support the rapid growth of the electric vehicle 
8 industry in Illinois, including support for electric 
9 vehicle businesses locating or relocating in Illinois; 
10  (5) analyze anticipated staffing needs across State 
11 agencies to support expedited permitting efforts;
12  (6) recommend adjustments to the fee structure for 
13 state permits, including those permits necessary for 
14 electric vehicle investment in Illinois, that will support 
15 increased staffing at state agencies;
16  (7) Consider the impact of State and local permitting 
17 issues on electric vehicle charging station deployments, 
18 and make recommendations on best practices to streamline 
19 permitting related to electric vehicle charging stations; 
20 and 
21  (8) recommend legislative and regulatory actions that 
22 are necessary to support changes to permitting processes.
23 (d) The Task Force shall not consider or recommend changes 
24to environmental permitting standards outside of the scope of 
25the duties and responsibilities outlined in subsection (c).
26 (e) Appointments for the Task Force shall be made no later

1than December 15, 2021. The Task Force shall issue a final 
2report based upon its findings and recommendations and submit 
3the report to the Governor and the General Assembly no later 
4than March 1, 2022.
5 (f) Members of the Task Force shall serve without 
6compensation. The Environmental Protection Agency shall 
7provide administrative support to the Task Force.
8 (g) The Task Force shall be dissolved upon the filing of 
9its report.
10 (h) This Section is repealed on December 31, 2022.
