SENATE JOINT RESOLUTION
2 WHEREAS, The State of Illinois' children, mothers,
3 families and individuals are experiencing economic hardships,
4 increasing stress in their personal and family lives; and
5 WHEREAS, The loss of jobs, homes, and charitable and
6 government funded services adds to the incidence and severity
7 of mental illness and substance abuse, resulting in increased
8 burdens on law enforcement services and hospital emergency
9 rooms and suffering of children and the families who bear the
10 burden of dealing with those suffering from mental illness and
11 substance abuse; and
12 WHEREAS, The State of Illinois is in an historic fiscal
13 crisis affecting its ability to maintain support of safety net
14 community care for mental and substance use disorders; and
15 WHEREAS, The Illinois General Assembly in its wisdom and
16 through the appropriation of both federal and State funds has
17 historically supported community based care provided by
18 community care mental health and substance misuse treatment
19 providers; and
20 WHEREAS, The Illinois General Assembly's wisdom and
21 prudent appropriations from the Health and Human Services

1 Medicaid Trust Fund have resulted in a significant current
2 balance in this dedicated fund; and
3 WHEREAS, The Illinois General Assembly in its wisdom has
4 directed additional deposits into the Health and Human Services
5 Medicaid Trust Fund for State fiscal years 2009 through 2013;
6 and
7 WHEREAS, The recent increase in the Federal Medical
8 Assistance Percentage, also known as FMAP, affords the State of
9 Illinois the ability to pay its financial obligations in a
10 timely fashion, helping to maintain community care provided by
11 mental health and substance misuse treatment community
12 providers; and
13 WHEREAS, The recently approved Federal Medical Assistance
14 Percentage, also known as FMAP, increase will result in
15 increased deposits into the Community Mental Health Medicaid
16 Trust Fund; and
17 WHEREAS, A prudent use of a combination of these existing
18 funds would allow the State of Illinois to maintain its current
19 commitments for Illinois children, mothers, families and
20 individuals in need of care and treatment provided by mental
21 health and substance misuse treatment community providers; and

1 WHEREAS, A prudent use of these existing funds would allow
2 the State of Illinois to address the infrastructure needs of
3 mental health and substance misuse treatment community
4 providers; and
5 WHEREAS, The State of Illinois can rescue children,
6 mothers, families and individuals in need of community care by
7 using available funds from the increase in FMAP, the available
8 funds in the Health and Human Services Medicaid Trust Fund, and
9 the increased deposits into the Community Mental Health
10 Medicaid Trust Fund, which can help maintain care and treatment
11 and the community care infrastructure; therefore, be it
12 RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
13 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14 CONCURRING HEREIN, that we do hereby encourage the Governor's
15 Office of Management and Budget to utilize the funds available
16 due to the increased Federal Medical Assistance Percentage,
17 also known as FMAP, along with funds available in the Health
18 and Human Services Medicaid Trust Fund and funds available in
19 the Community Mental Health Medicaid Trust Fund, to maintain
20 appropriation levels supporting current community care
21 provided by mental health and substance misuse treatment
22 community providers and increase funding to pay the State's
23 obligations in a timely fashion; and be it further

1 RESOLVED, That we do hereby encourage the Governor's Office
2 of Management and Budget to utilize the funds available due to
3 the increased Federal Medical Assistance Percentage, also
4 known as FMAP, along with funds available in the Health and
5 Human Services Medicaid Trust Fund and funds available in the
6 Community Mental Health Medicaid Trust Fund, to ensure that all
7 rates are sufficient to maintain current community care
8 infrastructure provided by mental health and substance misuse
9 treatment community providers; and be it further
10 RESOLVED, That copies of this resolution be sent to the
11 Illinois General Assembly, the Office of the Governor, and the
12 Director of the Governor's Office of Management and Budget.
