SENATE RESOLUTION
2    WHEREAS, Sudden cardiac arrest and other medical
3emergencies are leading causes of death in the United States;
4and
5    WHEREAS, Emergency medical situations, including cardiac
6arrest, choking, and severe injuries, can occur at any time;
7and
8    WHEREAS, The immediate application of cardiopulmonary
9resuscitation (CPR) and first aid can significantly improve
10survival rates and outcomes according to the American Heart
11Association; and
12    WHEREAS, The health, safety, and well-being of students
13are of paramount importance to the State of Illinois, making
14it important to ensure that young learners are equipped with
15life-saving skills that can make a critical difference in
16emergency situations; and
17    WHEREAS, Equipping young individuals as early as
18kindergarten with age-appropriate, life-saving skills,
19including basic first aid and emergency response protocols,
20helps foster a sense of responsibility, confidence, and
21preparedness; and

1    WHEREAS, Research indicates that children are capable of
2learning life-saving techniques when these skills are
3introduced in an age-appropriate and developmentally tailored
4manner; and
5    WHEREAS, Studies have demonstrated that early, repeated
6education on CPR, first aid, and other life-saving skills can
7empower students to act confidently in emergencies, increasing
8the likelihood of positive outcomes for those in distress; and
9    WHEREAS, Incorporating life-saving education into the
10school curriculum aligns with the State's mission to provide a
11well-rounded education that prepares students for real-world
12challenges; therefore, be it
13    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, that we affirm the value of
15incorporating age-appropriate cardiopulmonary resuscitation
16(CPR), first aid, and life-saving skills into the curriculum
17for students from kindergarten through eighth grade; and be it
18further
19    RESOLVED, That we recognize that collaboration with
20medical providers and emergency response organizations could
21prove beneficial to the development of guidelines and

1resources, ensuring these age appropriate lessons are
2delivered effectively and safely; and be it further
3    RESOLVED, That we recognize that the prioritization of
4interactive, hands-on learning opportunities have proven
5effective in engaging students and making lessons impactful
6while maintaining adherence to safety standards; and be it
7further
8    RESOLVED, That we recognize the importance of making
9life-saving education an integral part of preparing young
10people to be not only good students but also responsible and
11compassionate citizens capable of responding effectively in
12times of crisis.
