retirement from the Indiana State Teachers Association (ISTA).

A CONCURRENT RESOLUTION honoring Nancy Papas upon
her retirement from the Indiana State Teachers Association (ISTA).
Whereas, Nancy has been a member of ISTA since 1974,
and has worked in a number of positions, including lobbyist,
political consultant, new member trainer, and public
education advocacy coordinator;
Whereas, One of Nancy's most notable achievements was
the reorganization of ISTA's fund-raising mechanism to boost
their statewide PAC treasury, transforming ISTA into an
effective voice in government and politics for public
education and public educators;
Whereas, Nancy's passion for public educational issues
earned her the affectionate moniker of "Dragon Lady" from
legislative allies;
Whereas, Nancy stayed politically active when not at
ISTA by working for her hero, Senator Birch Bayh. Over the
years, she has dutifully served as his intern, legislative
assistant, campaign aide, and Indianapolis office manager;
Whereas, Nancy's successes at work are only rivaled by her classroom achievements. She was class valedictorian at Walnut Grove High School, received her B.A. in political science from Butler University, was listed as one of Butler's
Top Ten Outstanding Students, chaired the Student Council
Lecture Series Committee, and was President of Schwitzer
Hall;
Whereas, When not working, Nancy has stayed active at
St. Luke's United Methodist Church, served on the Board of
Directors for the ACLU of Indiana, competed in ballroom
dancing competitions, and played the piano and organ for
State House Chapel Services; and
Whereas, Nancy adores her daughter, Julie Bowen, her
son-in-law, Doug Bowen, and two beautiful grandchildren:
Therefore,
SECTION 1. The Indiana General Assembly honors Nancy Papas
upon her retirement from the Indiana State Teachers Association.
SECTION 2. The Secretary of the Senate is hereby directed to
transmit a copy of this Resolution to Nancy Papas and Julie Bowen.
