A SENATE RESOLUTION urging the legislative council to establish the interim study committee on the use of aircraft to study the use of unmanned aerial vehicles.

MADAM PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION urging the legislative council to
establish the interim study committee on the use of aircraft to study the
use of unmanned aerial vehicles.
Whereas, With the development of new technological advances, the
use of unmanned aerial vehicles, or drones, is increasing;
Whereas, Common applications for unmanned aircraft are
numerous, including spreading pesticide on fields, delivering medical
supplies in remote areas, or monitoring hundreds of miles of oil
pipelines for leaks and borders for security; and
Whereas, Although many worthwhile uses exist for unmanned aerial
vehicles, there are also public safety concerns associated with their
use, as well as a danger that the use of these vehicles could infringe on
the privacy of the citizens of our state: Therefore,
of the General Assembly of the State of Indiana:
SECTION 1. That the legislative council is urged to establish the
interim study committee on the use of aircraft to study the use of
unmanned aerial vehicles.
SECTION 2. That the committee, if established, shall have the
following members:
(1) The chairperson of the committee and one (1) additional
individual, both appointed by the president pro tempore of the
senate from among the members of the general assembly.
(2) Two (2) members of the general assembly appointed by the
minority leader of the senate.
(3) Two (2) members of the general assembly appointed by the
speaker of the house of representatives.
(4) Two (2) members of the general assembly appointed by the
minority leader of the senate.
(5) One (1) individual who is not a member of the general
assembly appointed by the president pro tempore of the senate.
(6) One (1) individual who is not a member of the general
assembly appointed by the speaker of the house of representatives.
(7) One (1) individual who is not a member of the general
assembly appointed by the governor.
SECTION 3. That the committee, if established, shall operate under
the direction of the legislative council, and that the committee shall
issue a final report when directed to do so by the council.
