Authorizing the Board of License Commissioners for Baltimore County to approve the transfer of a Class B or Class D license in an eligible transferor district existing on a certain date to another election district under certain circumstances; limiting the number of license transfers that the Board may authorize from an eligible transferor district; requiring the Board to notify the county when the Board receives an application to transfer a certain license; requiring the Board to deny a certain transfer under certain circumstances; etc.
