     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1280f.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1280f. (1) Not later than July 1, 2016, the department,

 

in consultation with education stakeholders, shall develop and

 

implement an accountability system for public schools based on

 

transparency of data concerning each public school. This

 

accountability system shall consist of an annual accountability

 

dashboard for each public school and for each school district in

 

accordance with this section.

 

     (2) The annual accountability dashboard for each public school

 

shall include all of the following:

 


     (a) The department shall compile and publish for each public

 

school all of the following metrics for the 2 most recent school

 

years:

 

     (i) Pupil proficiency in reading and mathematics, based on

 

results from state assessments.

 

     (ii) Student growth in reading and mathematics, based on

 

learning gains as determined by the department.

 

     (iii) The average ratio of pupils to teachers.

 

     (iv) The percentage of the total budget for the public school

 

that is spent on instruction.

 

     (b) If the public school operates grade 3, the department

 

shall also compile and publish for the public school for the 2 most

 

recent school years the percentage of pupils in grade 3 who

 

achieved a score of at least proficient in reading on the grade 3

 

state assessment.

 

     (c) If the public school operates all or some of grades 9 to

 

12, the department shall also compile and publish for the public

 

school all of the following metrics for the 2 most recent school

 

years:

 

     (i) The number and percentage of pupils enrolled in at least 1

 

course for college credit, either at the public school or through

 

dual enrollment.

 

     (ii) If the public school operates grade 11, the composite ACT

 

score for pupils enrolled in that public school.

 

     (iii) The graduation and dropout rates for pupils enrolled in

 

that public school.

 

     (d) The governing body of the public school may include up to

 


3 additional metrics, as selected by the governing body. If the

 

governing body includes 1 or more additional metrics under this

 

subdivision, the governing body shall maintain and make available

 

for public inspection documentation that substantiates the accuracy

 

of the additional metrics. Any of the following may be included as

 

an additional metric:

 

     (i) Accreditation status with a regional or other accrediting

 

body.

 

     (ii) The number of college level equivalent courses offered by

 

the public school and the number and percentage of pupils enrolled

 

in those courses and successfully completing those courses.

 

     (iii) Average daily attendance.

 

     (iv) The percentage of graduates who enter college as a

 

freshman within 2 years after graduating from high school.

 

     (v) Another metric selected by the governing board.

 

     (e) The governing body of the public school may include a

 

narrative explaining 1 or more of the metrics under subdivision (a)

 

to (d) or adding additional information as determined by the

 

governing body.

 

     (3) The annual accountability dashboard for a school district

 

shall include all of the information under subsection (2) for all

 

of the public schools operated by the school district, in the form

 

and manner prescribed by the department.

 

     (4) After the implementation of the accountability system

 

under this section, all of the following apply:

 

     (a) Before August 1 of each year, the department shall notify

 

each public school and school district of all of the following and

 


provide an appeal process that is concluded by that August 1:

 

     (i) For each public school it operates, the metrics determined

 

by the department under subsection (2)(a) to (d) for that year.

 

     (ii) The detailed formula and factors for determining each

 

metric.

 

     (iii) The building-level data used to generate each metric.

 

     (b) On August 1 of each year, or on the next business day if

 

that August 1 is not a business day, the department shall post on

 

its website, with a link from the homepage, and shall report to the

 

legislature all of the information under subdivision (a) and all of

 

the following additional information:

 

     (i) The number of teachers teaching in the public school for

 

the corresponding school year who were rated as effective or highly

 

effective under the performance evaluation system under section

 

1249 and the total number of teachers teaching in that public

 

school for that school year.

 

     (ii) The number of school administrators serving in the public

 

school for the corresponding school year who were rated as

 

effective or highly effective under the performance evaluation

 

system under section 1249 and the total number of school

 

administrators serving in that public school for that school year.

 

     (c) The school district or public school academy shall do both

 

of the following for each public school it operates:

 

     (i) Include the information under subdivisions (a) and (b) in

 

the posting of information under section 18(2) of the state school

 

aid act of 1979, MCL 388.1618.

 

     (ii) Prominently display the information under subdivisions

 


(a) and (b) on its website, with a link on its homepage and, if the

 

school district or public school academy maintains a homepage for a

 

particular public school, a link on that school's homepage to the

 

information for that public school.

 

     (d) The school district or public school academy may include

 

the additional local metrics under subsection (2)(d), the narrative

 

information under subsection (2)(e), or both, in the information

 

supplied under subdivision (c).

 

     (e) If the department changes any aspect of the accountability

 

system, before implementing the change, the department shall

 

provide written notice of the change to the senate and house

 

standing committees on education and shall make department

 

personnel available to those committees to discuss the change as

 

requested by the committees.

 

     (5) Except as may be required under federal law, the state

 

board or the department shall not establish any evaluation or

 

ranking system for public schools or school districts other than

 

the accountability system under this section.

 

     (6) The department shall not maintain any reporting system

 

that designates a color ranking, letter grade, or any other

 

composite designation for a public school or school district.

 

     (7) The department shall maintain and make available for

 

public inspection all data and documentation that substantiate the

 

accuracy of the accountability system, except for the data and

 

documentation concerning the additional local metrics under

 

subsection (2)(d). The department shall make the data and

 

documentation concerning the metrics under subsection (2)(a) to (c)

 


available to each public school, school district, and intermediate

 

school district at least 30 days before compiling and publishing

 

the metrics under subsection (2)(a) to (c) each year.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
