A bill to amend 1978 PA 368, entitled
"Public health code,"
(MCL 333.1101 to 333.25211) by adding section 18505a.
the people of the state of michigan enact:
Sec. 18505a. (1) The social work
reinvestment advisory committee is created in the department.
(2) Subject to subsection (3), the advisory committee consists of a representative from the department and additional members appointed by the director representing each of the following:
(a) The board.
(b) Two deans of social work programs in this state.
(c) One individual representing the department of health and human services.
(d) Individuals representing 2 local health departments.
(e) One individual representing the Michigan chapter of the National Association of Social Workers.
(f) One individual representing the Michigan Association of School Social Workers.
(g) Two licensed master's social workers.
(h) Two licensed bachelor's social workers.
(3) The director
shall ensure that the members appointed to the advisory committee represent the
gender and racial composition of the practice of social work at the bachelor's and
master's level in this state.
(4) The director shall appoint the members of the advisory committee within 60 days after the effective date of the amendatory act that added this section.
(5) If a vacancy occurs on the committee, the director shall make an appointment for the unexpired term in the same manner as the original appointment.
(6) The director may remove a member of the advisory committee for incompetence, dereliction of duty, malfeasance, misfeasance, or nonfeasance in office, or any other good cause.
(7) The director shall call the first meeting of the advisory committee. At the first meeting, the advisory committee shall elect from among its members a chairperson and other officers as it considers necessary or appropriate.
(8) A majority of the members of the advisory committee constitute a quorum for the transaction of business at a meeting of the advisory committee. A majority of the members present and serving are required for official action of the advisory committee.
(9) The business that the advisory committee performs must be conducted at a public meeting of the advisory committee held in compliance with the open meetings act, 1976 PA 267, MCL 15.261 to 15.275.
(10) A writing prepared, owned, used, in the possession of, or retained by the advisory committee in the performance of an official function is subject to the freedom of information act, 1976 PA 442, MCL 15.231 to 15.246.
(11) Members of the advisory committee serve without compensation. However, members of the advisory committee are entitled to expenses incurred in performance of official duties in accordance with section 1216.
(12) The advisory committee shall review and make findings and recommendations regarding at least all of the following:
(a) The number of licensed bachelor's social workers and licensed master's social workers needed to adequately serve this state's population.
(b) Demographics on licensed bachelor's social workers and licensed master's social workers.
(c) Opportunities in which licensed bachelor's social workers and licensed master's social workers could serve and respond to the needs of individuals, groups, and communities in this state on issues related to aging, child welfare, the provision of social services, the criminal justice system, mental health, and substance use disorder services, and any other issues that the advisory committee considers relevant.
(d) How compensation and student loan debt impacts the job satisfaction and job performance of licensed bachelor's social workers and licensed master's social workers and individuals entering into the profession.
(e) Sources of funding to adequately compensate licensed bachelor's social workers and licensed master's social workers and to increase their numbers in this state.
(13) Not later than 18 months after the effective date of the amendatory act that added this section, the advisory committee shall submit a report to the department and to the standing committees of the senate and house of representatives with jurisdiction over issues primarily pertaining to heath policy, containing the advisory committee's findings and recommendations.
(14) After the department receives the recommendations from the advisory committee under subsection (13), the advisory committee is abolished.
(15) As used in this section, "advisory committee" means the social work reinvestment advisory committee created in subsection (1).
