AN ACT

To repeal section 37.023, RSMo, and to enact in lieu thereof one new section relating to certain business enterprises.

Be it enacted by the General Assembly of the state of Missouri, as follows:

            Section A. Section 37.023, RSMo, is repealed and one new section enacted in lieu thereof, to be known as section 37.023, to read as follows:

            37.023. 1. The office of administration shall promulgate rules for a plan to certify women's and minority business enterprises as defined in section 37.020.

            2. There shall be reciprocity between a home rule city with more than four hundred thousand inhabitants and located in more than one county and the office of administration on behalf of the state of Missouri for certification of women's and minority business enterprises. However, such reciprocity shall not preclude a women's and minority business enterprise applicant from paying any and all application fees associated with the certification process.
