A CONCURRENT RESOLUTION MOURNING THE LOSS AND COMMENDING THE LIFE, LEGACY AND MERITORIOUS LEADERSHIP AND SERVICE OF MR. DONALD M. VAUGHN.

     WHEREAS, Mr. Donald M. Vaughn, a dedicated professional in the cosmetology field, superb educator and compassionate counselor, passed away on March 20, 2018, causing tremendous heartache and loss to his family, many friends, colleagues on the Mississippi State Board of Cosmetology and cosmetologists throughout the State of Mississippi; and

     WHEREAS, before graduating from Aberdeen High School in 1965, Mr. Vaughn became the youngest person to receive a cosmetology license by examination in 1961, and before he received his bachelor of science degree and master's in education from the University of Southern Mississippi in 1970 and 1977, he became the youngest person to receive a cosmetology instructor's license by examination in 1965; and

     WHEREAS, in 1982, Mr. Vaughn purchased Vaughn's Beauty College in Aberdeen, Mississippi, from founders Mahlon and Dorothy Vaughn, and through his role as an instructor, he strived to make the world a more beautiful place, inspiring a passion for cosmetology in the numerous students under his tutelage; and

     WHEREAS, during his immense service to the field of cosmetology, Mr. Vaughn was a competitor, platform artist and educator, serving both the education and salon sides of the industry, and because of his innate talent and abilities, he rose to prominent positions in both the Mississippi Cosmetology Schools Association and the Mississippi Cosmetology Association and received the elite honor of Emeritus member status of the Mississippi Education Committee; and

     WHEREAS, on June 9, 2017, in recognition of his years of hard work, the gift for cosmetology he possessed and his enthusiasm for the field, Mr. Vaughn was appointed to represent the 3rd Supreme Court District on the Mississippi State Board of Cosmetology, a position in which he thrived until his passing; and

     WHEREAS, to assist in his role on the Board of Cosmetology, Mr. Vaughn utilized the expertise he accumulated as the state president of the Mississippi Cosmetology Schools Association, the Mississippi Cosmetology Association, and the Mississippi Council of State Board, Salons and Schools as well as his induction into the Cosmetology Hall of Fame; and

     WHEREAS, it is the policy of this Legislature to recognize and commend outstanding Mississippians, especially those such as Donald M. Vaughn, a uniquely caring and remarkably talented cosmetologist and instructor of esteemed character whose passion to the field has contributed greatly to the lives of the cosmetologists of this great Magnolia State:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby mourn the loss and commend the life, legacy and meritorious leadership and service of Mr. Donald M. Vaughn, and express our deepest sympathy to his family and friends upon his passing. 

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Mr. Vaughn and to the members of the Capitol Press Corps.
