AN ACT TO AUTHORIZE THE GOVERNING AUTHORITIES OF THE CITY OF BAY SPRINGS, MISSISSIPPI, TO EXPEND CERTAIN FUNDS ANNUALLY FOR PROMOTION AND EFFECTUATION OF THE CITY'S ANNUAL BAYFEST CELEBRATION; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  Notwithstanding any section of the

Mississippi Code of 1972 to the contrary, the governing

authorities of the City of Bay Springs, Mississippi, in their

discretion, are authorized to expend an amount not to exceed

Twenty-five Thousand Dollars ($25,000.00) annually from the

general fund for the promotion and effectuation of the city's Annual BayFest Celebration.

     (2)  In addition to the expenditure of monies from the

general fund authorized in subsection (1) of this section, the governing authorities of the City of Bay Springs, in their discretion, may receive and expend funds donated to the municipality and designated for use in the promotion and effectuation of the Annual BayFest Celebration.

     (3)  The expenditures authorized in this section are in addition to, and not in lieu of the authority granted under Sections 17-3-1 and 17-3-3, Mississippi Code of 1972, and all other statutory authority.

     (4)  The provisions of this section shall be repealed from and after July 1, 2014.

     SECTION 2.  This act shall take effect and be in force from

and after its passage.
