A BILL TO BE ENTITLED

AN ACT requiring the department of health and human services to issue to participants in the supplemental food and nutrition program (Snap) debit cards that contain photo identification on the card.

The General Assembly of North Carolina enacts:

SECTION 1.  Part 5 of Article 2 of Chapter 108A of the General Statutes is amended by adding a new section to read:

"§ 108A‑52.1.  Require photo identification on electronic food and nutrition benefits cards; replacement of stolen, lost, or damaged cards.

(a)        The Department shall issue to recipients of electronic food and nutrition benefits an electronic benefits transaction (EBT) card that contains a color photograph of the recipient and all of the following information:

(1)        The recipient's full name.

(2)        The recipient's mailing address and residence address.

(3)        A physical description of the recipient, including the recipient's sex, height, eye color, and hair color.

(4)        The recipient's date of birth.

(5)        The recipient's signature.

Upon issuing an EBT card, the Department shall make provisions for one additional individual to use the card on behalf of the primary benefits recipient. The alternate user shall be named on the card, and the alternate user shall be required to provide identification when using the card on behalf of the recipient.

(b)        The Department shall issue a replacement EBT card for the primary benefits recipient or for the alternate user at a cost of one and one‑half times the production cost of the EBT card. Recipients may be issued additional replacement cards at a cost of twenty‑five dollars ($25.00) for each EBT card."

SECTION 2.  This act becomes effective July 1, 2012.
