A BILL TO BE ENTITLED
AN ACT to provide that the Division of motor vehicles shall develop A PROCESS to allow residents to list an emergency contact that leos may contact if there is a motor vehicle accident or other emergency situation.
The General Assembly of North Carolina enacts:
SECTION 1. Article 2 of Chapter 20 of the General Statutes is amended by adding a new section to read:
"§ 20‑7.7. Emergency contact information.
The Division shall develop a process to allow an initial or renewal applicant of an identification card, learner's permit, drivers license, or commercial drivers license to list contact information, including the name, address, telephone number, and relationship of at least one person whom the applicant wants to be contacted if the applicant is involved in a motor vehicle accident or other emergency situation involving injury or death. Any information provided under this section shall be included in the applicant's motor vehicle record."
SECTION 2. G.S. 20‑43.1 is amended by adding a new subsection to read:
"§ 20‑43.1. Disclosure of personal information in motor vehicle records.
…
(f) E‑mail addresses or other electronic addresses provided to the Division are personal information for purposes of this section and shall only be disclosed in accordance with this section.
(g) The Division may disclose information provided by an individual under G.S. 20‑7.7 to a law enforcement officer in the performance of the officer's official duties if the individual who provided the information is involved in a motor vehicle accident or other emergency situation involving injury or death."
SECTION 3. This act is effective when it becomes law.
