STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT relative to providing choice of meters to customers of utilities.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Subdivision; Use of Smart Meters.  Amend RSA 374 by inserting after section 62 the following new subdivision:

Use of Smart Meters

374:63  Definition.  In this subdivision, "smart meter" means an electronic device used to record the consumption of electric energy, natural gas, or water in intervals of an hour or less and to communicate such information on a daily basis to the utility for monitoring outages and for billing.

374:64  Use of Smart Meters.  

I.  Any customer of a utility may choose to keep his or her existing meter or may consent to the installation of a smart meter.

II.  When a utility has completed an upgrade to smart meters the utility may assess a surcharge on any customer who chooses to keep an old meter.

III.  Nothing in this section shall be construed to alter any provision of RSA 374:62.

2  Effective Date.  This act shall take effect 60 days after its passage.
