STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Commission to Study the Replacement of the Peaker Plant in Bow with a Clean Energy Baseload Generator and Storage. Amend RSA 362 by inserting after section 4-d the following new section:
362:4-e Commission to Study the Replacement of the Peaker Plant in Bow with a Clean Energy Baseload Generator and Storage.
I. There is established a commission to study the replacement of the peaker plant in Bow with a clean energy baseload generator and storage.
(a) The members of the commission shall be as follows:
(1) Three members of the house of representatives, appointed by the speaker of the house of representatives.
(2) Two members of the senate, appointed by the president of the senate.
(3) The commissioner of the department of environmental services, or designee.
(4) The commissioner of the department of energy, or designee.
(5) An employee of the Merrimack Station plant in Bow, appointed by the union representing the coal plant workers.
(6) A resident of the town of Bow, appointed by the selectboard.
(b) Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
II. The commission shall study and recommend a process for the coal burning peaker plan in the town of Bow to be replaced expeditiously with a clean energy baseload generator that increases the clean locally produced and affordable energy on the grid, provides an electric energy storage system, makes use of the grid tie, and employs local workers in a safe and clean energy production and storage
III. The commission may solicit input from any person or entity the commission deems relevant to its study.
IV. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. A majority of members of the commission shall constitute a quorum.
V. The commission shall submit a report including its findings and any recommendations for proposed legislation on or before November 1, 2024 to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library.
2 Repeal. RSA 362:4-e, relative to a commission to study the replacement of the peaker plant in Bow with a clean energy baseload generator and storage, is repealed.
I. Section 2 of this act shall take effect November 1, 2024.
II. The remainder of this act shall take effect upon its passage.
