SYNOPSIS
Requires use of electronic mail for community notification under Megan's Law.

An Act concerning community notification and supplementing chapter 7 of Title 2C of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Attorney General shall provide a means for notification to persons registered pursuant to subsection b. of this act by electronic mail when a sex offender whose registration information is posted on the Internet pursuant to P.L.2001, c.167 (C.2C:7-12 et seq.) registers a new address in a different county or zip code from the offender's previous address or when any other information concerning that sex offender is updated on the registry.
b. A person may request to be notified and register an electronic mail address to receive notification pursuant to subsection a. of this section for not more than three counties or zip codes.
c. The Attorney General shall promulgate guidelines to effectuate the provisions of this act.
2. This act shall take effect on the first day of the seventh month after enactment.
STATEMENT
The bill requires the Attorney General to provide a means for notification by electronic mail when a sex offender listed on the Internet registry registers a new address in a different county or zip code from the offender's previous address. Members of the public may submit a request to receive this information by electronic mail for up to three counties or zip codes.
The notification by electronic mail provided under this bill supplements the current methods of notification.
