     Requires reimbursement to State for costs related to provision of New Jersey State Police at certain Meadowlands Sports Complex events.

An Act concerning reimbursement for State Police services at certain Meadowlands Sports Complex events and supplementing Title 5 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  As used in this act:

     "Authority" means the New Jersey Sports and Exposition Authority created by P.L.1971, c. 137 (C. 5:10-1 et seq.).   

     "Meadowlands complex" has the meaning for that term as defined under section 3 of P.L.1971, c.137 (C.5:10-3).

     "Stadium event" means a major professional sporting event of a Stadium tenant which utilizes the Stadium premises pursuant to an agreement with the authority.

     "Stadium premises" means, as of the effective date of P.L.    ,   c.   (C.        ) (pending before the Legislature as this bill), the modern, open air, high quality football facility containing seating capacity sufficient to accommodate not less than approximately 80,000 persons, all parking, facilities, and properties adjacent to such facility.

     "Stadium tenant" means a professional sports team, or teams which enters into, or is a party to the terms, of an agreement, or any corporation formed by such team or teams for the purpose of entering into such agreement or is a party to such agreement, between itself and the authority, which agreement provides, in part or in whole, that such tenant shall occupy the Stadium and utilize the Stadium for Stadium events for a term of years.

 

     2.  a.  Notwithstanding any law, rule, or regulation to the contrary, any and all services provided by the New Jersey State Police, in the Department of Law and Public Safety, in and around the Meadowlands complex during Stadium events, shall be provided for or arranged by the New Jersey Sports and Exposition Authority, with related costs paid by the Stadium Tenant through reimbursement to the Department of the Treasury.

            b.  If additional security is required as a result of terror or special security alerts, such additional security and other emergency personnel and equipment shall be provided by the New Jersey Sports and Exposition Authority or the State at no cost or expense to the Tenant until such time as those alerts or events have ceased. 

    

     3.  This act shall take effect immediately.


STATEMENT

 

     This bill provides that the New Jersey Sports and Exposition Authority shall arrange for State Police services during major sporting events carried out by the tenant of the Stadium located at the Meadowlands Sports Complex, currently known as MetLife Stadium, and requires that Stadium tenant to reimburse the State for costs associated with the provision of those police services          "Stadium tenant" is defined to mean a professional sports team, or teams which enters into, or is a party to the terms, of an agreement, or any corporation formed by such team or teams for the purpose of entering into such agreement or is a party to such agreement, between itself and the New Jersey Sports and Exposition Authority (NJSEA), which agreement provides, in part or in whole, that such tenant shall occupy the Stadium and utilize the Stadium for Stadium events for a term of years.   A "Stadium event" is defined to mean a major professional sporting event of a Stadium tenant which utilizes the Stadium pursuant to an agreement with the NJSEA.
