SYNOPSIS
Establishes a fixed term for Executive Director and Deputy Executive Director of PANYNJ; requires approval from Governors of New Jersey and New York prior to employment of directors.

An Act concerning certain employees of the Port Authority of New York and New Jersey and supplementing Title 32 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Executive Director of the Port Authority of New York and New Jersey shall be appointed jointly by the Governors of New York and New Jersey for a term of five years. The Executive Director shall hold office for the term of the Executive Director's appointment and until a successor has been appointed. The Executive Director shall be eligible for reappointment. A vacancy occurring otherwise than by expiration of term shall be filled in the same manner as the original appointment but for the unexpired term only.
b. The Deputy Executive Director of the Port Authority of New York and New Jersey shall be appointed jointly by the Governors of New York and New Jersey for a term of five years. The Deputy Executive Director shall hold office for the term of the Deputy Executive Director's appointment and until a successor has been appointed. The Deputy Executive Director shall be eligible for reappointment. A vacancy occurring otherwise than by expiration of term shall be filled in the same manner as the original appointment but for the unexpired term only.
2. The Board of Commissioners of the Port Authority of New York and New Jersey shall submit to the Governors of New York and New Jersey the name of any director to be hired by the authority. The Governor of either state may disapprove the hiring of any director by notifying the Chair and Vice-Chair of the board of commissioners.
3. This act shall take effect immediately and apply to any Executive Director, Deputy Executive Director, or director hired or appointed to the Port Authority of New York and New Jersey after the effective date of this act.
4. This act shall take effect immediately, but shall remain inoperative until the enactment into law of legislation substantially similar to P.L. , c. (C. ) (pending before the Legislature as this bill) by the State of New York, but if such legislation shall have been enacted prior to the enactment of this act, this act shall take effect immediately.
STATEMENT
This bill requires the Executive Director and the Deputy Executive Director of the Port Authority of New York and New Jersey (Port Authority) to be appointed jointly by the Governors of New York and New Jersey for a term of five years. The Executive Director and Deputy Executive Director are to hold office for the term of their appointment and until a successor has been appointed. The Executive Director and Deputy Executive Director are eligible for reappointment. A vacancy occurring other than by expiration of the Executive Director's or Deputy Executive Director's term is to be filled in the same manner as the original appointment but for the unexpired term only.
The bill further provides that the Board of Commissioners of the Port Authority is to submit to the Governors of New York and New Jersey the name of any director to be hired by the authority.
