SYNOPSIS

     Repeals law that established commission, inactive since 1999, to conduct review of salaries of certain public officials.

An Act concerning a commission created in 1999 to review the salaries of certain public officials and repealing P.L.1999, J.R.1.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    P.L.1999, J.R.1 (C.52:14-15.111 et seq.) is repealed.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill repeals Joint Resolution No. 1 of 1999 which established a commission to review the salaries of the Governor, cabinet officers, members of the Board of Public Utilities, members of the Casino Control Commission, Workers' Compensation judges, members of the Legislature, members of the State Commission of Investigation, Justices of the Supreme Court, judges of the Superior Court, judges of the Tax Court, administrative law judges and county prosecutors.  The commission was required to propose to the Governor and Legislature recommendations concerning changes in those salaries.

     The Joint Resolution was approved on March 5, 1999.  The commission completed its review and submitted its recommendations on December 7, 1999. 

     This commission was replaced by a permanent Public Officers Salary Review Commission, upon the enactment of P.L.1999, c.380 on January 14, 2000.  This permanent commission reviews salaries and makes recommendations to the Governor and the Legislature, with the first report due December 1, 2003 and subsequent reports released every four years thereafter.  The provisions of P.L.1999, c.380 regarding the commission's membership, duties, and administration are identical to those of Joint Resolution No. 1 of 1999, except when the provisions must address matters involving the permanent nature of the commission created by P.L.1999, c.380.
