SYNOPSIS

     Requires certain political subdivisions to grant employees only those holidays granted to State employees and standardizes amount of paid vacation and sick leave granted to  employees of certain political subdivisions.

An Act concerning paid leave granted to employees of certain political subdivisions and supplementing Titles 11A and 40A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of any law, rule, or regulation to the contrary, a political subdivision of the State or an agency, authority, or instrumentality of a subdivision, that has adopted the provisions of Title 11A, Civil Service, of the New Jersey Statutes, but not including a school district, shall grant to its employees only those paid holidays granted to State employees and set forth in section 25 of P.L.2008, c.89 (C.11A:6-24.1).

 

     2.    Notwithstanding the provisions of any law, rule, or regulation to the contrary, a political subdivision of the State or an agency, authority, or instrumentality of a subdivision that has not adopted the provisions of Title 11A, Civil Service of the New Jersey Statutes, but not including a school district, shall grant its employees only those paid holidays granted to State employees and set forth in section 25 of P.L.2008, c.89 (C.11A:6-24.1).

 

     3.    Except as provided in N.J.S.11A:6-3 and N.J.S.11A:6-5, a political subdivision that is not a school district shall not grant any paid leave to its employees.  This section shall apply to each political subdivision that is not a school district, regardless of whether or not it has adopted Title 11A, Civil Service, of the New Jersey Statutes.

 

     4.    This act shall take effect immediately.

 

 

STATEMENT

 

     This legislation would standardize the amount of paid vacation and sick leave granted to employees of certain political subdivisions, including counties, municipalities, fire districts, and local authorities.  Furthermore, local government employers would permitted to grant to their employees only those paid holidays granted to State employees.  Under the provisions of this bill, the covered political subdivisions would no longer be able to grant paid leave for activities such as holiday shopping, perfect attendance, job safety, and the day-after a holiday.
