SYNOPSIS
Requires PANYNJ to report monthly to counties within port district.

An Act concerning the Port Authority of New York and New Jersey and supplementing Title 32 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Executive Director of the Port Authority of New York and New Jersey shall prepare a monthly report, which shall provide a:
(1) List of planned port authority activities or changes in normal operations at any port authority facility that may impact the counties and municipalities within the port district;
(2) List of proposed port authority infrastructure projects and a detailed explanation that identifies the need for each project, the cost of each project, and the anticipated impact of the project on the counties and municipalities within the port district;
(3) Summary of emergencies within the previous month that required changes in normal operations at any port authority facility and the methods used by the port authority to notify the public and the impacted counties and municipalities of the emergency; and
(4) Certification that no commissioner of the port authority has any potential conflict of interest with any proposed port authority project or contract that may interfere with the commissioner's ability to carry out the commissioner's duties.
b. The executive director shall submit the report, prepared pursuant to subsection a. of this section, each month to each board of chosen freeholders in the State of New Jersey that is located within the port district, each board of county legislators in the State of New York that is located within the port district, and the New York City Council.
c. The Chairperson of the Board of Commissioners of the port authority shall, within 14 days of the submission of the report prepared pursuant to subsection a. of this section, invite each member of each board of chosen freeholders in the State of New Jersey that is located within the port district, each member of each board of county legislators in the State of New York that is located within the port district, and each member of the New York City Council to attend the next meeting of the board of commissioners and be given the opportunity to respond to the report before the board of commissioners.
2. This act shall take effect immediately, but shall remain inoperative until the enactment into law of legislation substantially similar to P.L. c. (C. ) (pending before the Legislature as this bill) by the State of New York, but if substantially similar legislation shall have been enacted in the State of New York prior to the enactment of this act, this act shall take effect immediately.
STATEMENT
The bill requires to the Executive Director of the Port Authority of New York and New Jersey (port authority) to prepare a monthly report, providing a: (1) list of planned port authority activities or changes in normal operations at any port authority facility that may impact the counties and municipalities within the port district; (2) list of proposed port authority infrastructure projects and a detailed explanation that identifies the need for each project, the cost of each project, and the anticipated impact of the project on the counties and municipalities within the port district; (3) summary of emergencies within the previous month that required changes in normal operations at any port authority facility and the methods used by the port authority to notify the public and the impacted counties and municipalities of the emergency; and (4) certification that no commissioner of the port authority has any potential conflict of interest with any proposed port authority project or contract that may interfere with the commissioner's ability to carry out the duties of a commissioner.
Under the bill, the executive director of the port authority is to submit the report each month to each county governing body located within the port district and the New York City Council. The bill requires that within 14 days of the submission of the report, the Chairperson of the Board of Commissioners of the port authority (board) is to invite each member of each county governing body located within the port district and each member of the New York City Council to attend the next meeting of the board and be given the opportunity to respond to the report before the board.
This bill will take effect immediately, but will remain inoperative until substantially similar legislation is enacted by the State of New York. However, if substantially similar legislation is enacted in the State of New York prior to the enactment of this bill, this bill will take effect immediately.
