Supplemental appropriation of $3,959,128 to DOC and Juvenile Justice Commission for eight percent sergeants' salary increase.

A Supplement to the annual appropriations act for the fiscal year ending June 30, 2023, P.L.2022, c.49.
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2022, c.49, the annual appropriations act for the fiscal year ending June 30, 2023, there are appropriated from the General Fund the following amounts for the purposes specified:

The amount hereinabove appropriated, shall be used by the Commissioner of Corrections for the purpose of providing an eight percent increase in salary for the Department of Corrections sergeants, subject to the approval of the Director of the Division of Budget and Accounting.

The amount hereinabove appropriated, shall be used by the Juvenile Justice Commission for the purpose of providing an eight percent increase in salary for the Juvenile Justice Commission sergeants, subject to the approval of the Director of the Division of Budget and Accounting.
2. This act shall take effect immediately.
STATEMENT
This bill makes an FY 2023 supplemental appropriation of $3,959,128 to the Department of Corrections (DOC) and the Juvenile Justice Commission (JJC), subject to the approval of the Director of the Division of Budget and Accounting, to provide funds to address compression of certain salaries attributable to P.L.2021, c.406.
Among other provisions, P.L.2021, c.406 raised the starting salary of certain State correctional police officers and required upward adjustments to the remaining steps in the position's salary scale, effective July 2022. The law created a salary disparity/compression between officers and sergeants across the State. This supplemental appropriation seeks to rectify the issue of salary compression for DOC and JJC sergeants.
