Summary

To assure state procurement contracts to any contractor are awarded on the basis of the economic benefits such contract has on the New York economy. This bill would authorize the Office of the State Comptroller to establish rules and regulations in reference to the evaluation and awarding of state contracts to include the proposal's quantifiable long-term fiscal benefits to the State.
