Summary

This bill addresses the growing concern for the demise of small retail businesses in New York State. It is the purpose of this bill to prevent "mom and pop" stores from disappearing and to provide both current and prospective small retail business owners with the opportunity to thrive. This bill seeks to promote the growth of small retail businesses by encouraging State and local chambers of commerce, and other local business promoting entities, to create small retail business training councils to both current and prospective small business owners. The purpose; to put all the safety valves in place so that banks feel comfortable enough to grant a loan to individuals who may not possess the necessary capital to get off their feet. The participating banks would in turn be awarded with a tax credit for taking on a high risk operator.
