       AN  ACT  to amend the vehicle and traffic law, in relation to the elimi-
         nation of any fees associated with the distinctive license plates  for
         purple heart recipients
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 3 of section 404-e of the vehicle  and  traffic
    2  law,  as  amended by chapter 486 of the laws of 1996, is amended to read
    3  as follows:
    4    3. A distinctive plate issued pursuant to this section shall be issued
    5  in the same manner as other number plates [upon payment of  the  regular
    6  registration  fee  prescribed  by section four hundred one of this arti-
    7  cle], provided, however, that no  REGISTRATION  FEE  OR  service  charge
    8  shall  be  charged  for  such plate. FURTHERMORE, UPON THE ISSUANCE OF A
    9  DISTINCTIVE PLATE PURSUANT TO THIS SECTION, SUCH PURPLE HEART  RECIPIENT
   10  SHALL  BE  EXEMPT FROM THE PAYMENT OF ANY FEES RELATING TO THE REGISTRA-
   11  TION OR RENEWAL THEREOF AS PRESCRIBED BY SECTION  FOUR  HUNDRED  ONE  OF
   12  THIS ARTICLE.
   13    S 2. This act shall take effect immediately.
