MILLER, SIMON, WRIGHT -- read once and referred to the Committee on Governmental Operations AN ACT to establish the space exploration task force The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. a. A temporary task force, to be known as the temporary 2 task force on space exploration, is hereby created to study the poten- 3 tial for economic opportunities, ensuring the future survival of humani- 4 ty and developing strategic advantages for this state by means of evolv- 5 ing space technology. Such task force shall be comprised of appropriate 6 state agency personnel, scientists, and an expert in the field of space 7 exploration. 8 b. The task force shall be comprised of: 9 (i) two members appointed by the governor; 10 (ii) two members appointed by the temporary president of the senate; 11 (iii) two members appointed by the speaker of the assembly; 12 (iv) one member appointed by the minority leader of the senate; and 13 (v) one member appointed by the minority leader of the assembly. 14 c. The task force shall: 15 (i) examine and evaluate the economic opportunities provided by space 16 exploration in other countries; 17 (ii) identify the potential effects of the discovery and exploration 18 of celestial structures in outer space by means of evolving space tech- 19 nology; and 20 (iii) make recommendations on how to utilize space exploration for the 21 purposes of advancing scientific research, exploring new economic oppor- 22 tunities, ensuring the future survival of humanity and developing stra- 23 tegic advantages within the state. Such task force shall submit a report, on or before January 1, 2 2020, to the governor and the legislature of its findings, conclusions 3 and recommendations, and legislative and regulatory proposals deemed 4 necessary to implement such recommendations. 5 § 2. This act shall take effect immediately.
