        AN ACT to amend the education  law,  in  relation  to  establishing  the
          university  at  Buffalo  institute  for  African American studies; and
          making an appropriation therefor
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Article 5 of the education law is amended by adding a new
     2  part 1-B to read as follows:

     4                 THE INSTITUTE FOR AFRICAN AMERICAN STUDIES
     5  Section 244-a. The university at Buffalo institute for African  American
     6                   studies.
     7          244-b. Purposes of the institute for African American studies.
     8          244-c. Funding and reporting.
     9    §  244-a.  The  university  at  Buffalo institute for African American
    10  studies. The  university  at  Buffalo  institute  for  African  American
    11  studies  is  hereby  established  under  the  jurisdiction  of the state
    12  university of New York. The institute for African American studies shall
    13  be administered as a program of the state university in accordance  with
    14  the policies of the trustees of the state university.
    15    §  244-b.  Purposes of the institute for African American studies. The
    16  purposes of the institute for African American studies shall be to:
    17    1. Provide an educational setting for students, scholars  and  practi-
    18  tioners  to  engage  in  interdisciplinary  scholarship and intellectual
    19  collaborations focusing on peoples of American and African descent,  and
    20  their relations to each other.
    21    2.  Address  contemporary issues that confront peoples of American and
    22  African descent.
    23    3. Conduct interdisciplinary and regional studies  to  address  public
    24  policy, create models and provide outreach into the community.

     1    4.  Sponsor  lectures, conferences, workshops and publications related
     2  to African American issues.
     3    §  244-c. Funding and reporting. Funds shall be made available for the
     4  support of the institute for African American  studies  in  the  amounts
     5  appropriated  for  this purpose. The university at Buffalo institute for
     6  African American studies shall annually submit a complete  and  detailed
     7  report  setting forth its operations and accomplishments to the chancel-
     8  lor of the state university, the president of the  state  university  at
     9  Buffalo, the  director of the budget, and the chairs of the senate high-
    10  er education committee, the senate finance committee, the assembly high-
    11  er education committee and the assembly ways and  means committee.
    12    §  2.  The  sum of one hundred thousand dollars ($100,000), or so much
    13  thereof as may be necessary, is hereby appropriated to the university at
    14  Buffalo institute for African American studies out of any moneys in  the
    15  state  treasury  in the general fund to the credit of the state purposes
    16  account, not otherwise appropriated. Such moneys shall be payable on the
    17  audit and warrant of the comptroller on vouchers certified  or  approved
    18  by the president of the state university at Buffalo.
    19    § 3. This act shall take effect immediately.
