       AN ACT to amend the public authorities law, in relation  to  composition
         of the New York city water board
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 2 of section 1045-f of the  public  authorities
    2  law,  as added by chapter 513 of the laws of 1984, is amended to read as
    3  follows:
    4    2. The water board shall consist of seven  members  appointed  by  the
    5  mayor  WITH  THE CONSENT OF THE CITY COUNCIL, FIVE OF WHICH SHALL REPRE-
    6  SENT THE PRIVATE CITIZENRY OF EACH OF  THE  FIVE  BOROUGHS.    Terms  of
    7  office  of  the members shall be two years except that the terms of four
    8  of the board members first appointed shall be one  year.  At  least  one
    9  member  shall  have experience in the science of water resource develop-
   10  ment. No member shall be a director of the authority.  The  mayor  shall
   11  appoint  a  chairman  from  among  the members of the board. All members
   12  shall continue to hold office until their successors are  appointed  and
   13  qualified. Vacancies shall be filled in the manner provided for original
   14  appointments.  Vacancies, occurring otherwise than by expiration of term
   15  of office, shall be filled in the same manner as  original  appointments
   16  for the unexpired terms.
   17    S 2. This act shall take effect immediately.
