       AN ACT to create the community college and board of  cooperative  educa-
         tional services partnership act
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. This act shall be known and may be cited as the  "community
    2  college and board of cooperative educational services partnership act".
    3    S  2. The state university of New York and the department of education
    4  are hereby authorized and directed  to  create  a  high  technology  job
    5  training  program  to  explore  the feasibility and benefits of building
    6  educational partnerships between community colleges and boards of  coop-
    7  erative  educational  services  to assist students in meeting qualifica-
    8  tions for employment in the high technology sector.  1.    Participating
    9  community  colleges  shall  receive  capital  grants for high technology
   10  equipment to assist in job training for students attending  a  board  of
   11  cooperative educational services program.
   12    2. Participating community colleges and boards of educational services
   13  shall be selected from applications submitted to the state university of
   14  New York. Applications for participation shall be developed by the state
   15  university of New York and shall require applicants to submit a proposal
   16  describing:
   17    (a)  how the partnership shall be formed between the community college
   18  and board of cooperative educational services; and
   19    (b) how the high technology equipment  will  be  integrated  into  the
   20  community college setting; and
   21    (c)  how  the high technology equipment will assist students attending
   22  boards of cooperative educational services in meeting job  requirements.
   23  Community college and board of cooperative educational services partner-
   24  ships  that  are  selected for participation shall receive the necessary

    1  capital grants for high technology equipment for up to a two year  peri-
    2  od;  provided,  however  that if at any time the state university of New
    3  York determines that a community college and board of cooperative educa-
    4  tional  services partnership is not complying with the conditions of the
    5  program it may withdraw the state's support for its participation in the
    6  program.
    7    S 3. Participating community colleges are authorized and  directed  to
    8  offer appropriate college level academic credits to board of cooperative
    9  educational services students participating in the program.
   10    S  4.  The  state university of New York is authorized and directed to
   11  conduct a study of the program during its second year period. Such study
   12  shall include, but not be limited to:
   13    1. an assessment of the extent to which the program assists  board  of
   14  cooperative educational services students in reaching the training need-
   15  ed to enter the high technology workforce; and
   16    2.  assess  whether  and  how  further  investment into the program is
   17  appropriate for the state.  Such  study  and  recommendations  shall  be
   18  submitted  to  the  legislature  no  later  than  one year following the
   19  completion of the program's first year tenure.
   20    S 5. This act shall take effect on the one hundred eightieth day after
   21  it shall have become a law and shall apply to the academic  school  year
   22  next  succeeding the date on which it shall have become a law; provided,
   23  however that  effective  immediately,  the  addition,  amendment  and/or
   24  repeal  of  any  rule  or regulation necessary for the implementation of
   25  this act on its effective date are authorized and directed  to  be  made
   26  and completed on or before such effective date.
