HAWLEY, MORINELLO, DiPIETRO, BLANKENBUSH, MIKU- LIN, DURSO, TANNOUSIS, SMULLEN, BYRNES, McDONOUGH, GALLAHAN, MILLER, ANGELINO -- read once and referred to the Committee on Governmental Operations AN ACT in relation to directing the division of military and naval affairs to establish policies on the security and protection of New York national guard and air national guard recruiting centers The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The division of military and naval affairs shall estab- 2 lish policies to ensure the security and protection of New York national 3 guard and air national guard recruiting centers from terrorist attacks. 4 2. The division shall: 5 a. improve and strengthen building security through the installation 6 of metal detectors, bulletproof glass, video surveillance equipment and 7 barricades to limit vehicle access at national guard and air national 8 guard recruiting centers and at Reserve Officer Training Corps facili- 9 ties; 10 b. relocate recruiting centers to secure locations; and 11 c. take additional measures deemed necessary by the division to 12 protect employees, recruits, visitors and any other individuals at New 13 York national guard and air national guard recruiting centers and 14 Reserve Officer Training Corps facilities. 15 3. The division shall issue a report on an annual basis to the tempo- 16 rary president of the senate, the speaker of the assembly, the chair of 17 the senate committee on veterans, homeland security and military affairs 18 and the chair of the assembly committee on veterans' affairs. The 19 report shall contain information related to improvements being made or 20 planned to be made under the provisions of this act. 21 § 2. This act shall take effect immediately.
