Bill Title: Requires the state fire prevention and building code council to study and adopt uniform fire prevention and building code standards to promote fire safety and accessibility in single-exit, single stairway multi-unit residential buildings above 3 stories and up to at least 6 stories, based on a study of building codes existing in the city of New York and in other cities and jurisdictions that have adopted such buildings into their building codes.

STATE OF NEW YORK ________________________________________________________________________ 7322 2023-2024 Regular Sessions IN ASSEMBLY May 17, 2023 ___________ Introduced by M. of A. KELLES -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to requiring the state fire prevention and building code council to study and adopt uniform fire prevention and building code standards to promote fire safety and accessibility in certain single-exit, single stairway multi-unit resi- dential buildings The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 19 of section 378 of the executive law, as 2 renumbered by chapter 47 of the laws of 2022, is renumbered subdivision 3 20 and a new subdivision 19 is added to read as follows: 4 19. Standard requirements for single-exit, single stairway multi-unit 5 residential buildings above three stories, up to at least six stories, 6 pursuant to the following: 7 a. The council shall conduct a study examining existing building codes 8 for single-exit, single stairway multi-unit residential buildings above 9 three stories, up to at least six stories, in the city of New York and 10 in other cities and jurisdictions that have adopted such buildings into 11 their building codes. 12 b. The council shall consider the effectiveness of the existing build- 13 ing codes examined pursuant to paragraph a of this subdivision, and any 14 improvements to such codes that would promote fire safety and accessi- 15 bility. 16 c. The council shall complete the study, and adopt the standard 17 requirements pursuant to this subdivision, no later than one year after 18 the effective date of this subdivision. 19 § 2.
