        AN ACT directing the department of transportation to conduct a study  on
          the feasibility of removing interstate 787

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. 1. The department of transportation shall conduct  a  study
     2  to  determine  the  feasibility  of  removing interstate 787 (I-787) and
     3  replacing it with traffic features that will allow easier access to  the
     4  Hudson river waterfront and provide reasonable traffic operations.
     5    2.  Such  study shall examine the challenges, opportunities, cost, and
     6  environmental impact of replacing interstate 787 with  traffic  features
     7  that  would provide reasonable traffic operations and promote pedestrian
     8  access to the Hudson river waterfront, including, but  not  limited  to,
     9  at-grade  boulevards,  lane narrowing, reduction of the number of lanes,
    10  potential rail stations and more pedestrian and  multi-modal  access  to
    11  such  waterfront. Such study shall consider the findings of the existing
    12  I-787/Hudson Waterfront Corridor Study completed by the Capital District
    13  Transportation Committee.
    14    3. Upon completion of such study, but no later than one year from  the
    15  effective date of this act, the department of transportation shall issue
    16  a report based on the findings of such study to the governor, the tempo-
    17  rary  president  of  the  senate  and  the speaker of the assembly. Such
    18  report shall include, but not be limited to:
    19    (a) the findings of such study;
    20    (b) any short-term and long-term actions that can  be  implemented  by
    21  the  department of transportation, a plan of action for such implementa-
    22  tion, and the estimated cost of such implementation plan;
    23    (c) a modeling of potential alternative traffic  features  that  would
    24  replace interstate 787; and
    25    (d) any recommendations to the governor and legislature.
    26    § 2. This act shall take effect immediately.
