        AN ACT directing the department of environmental conservation to develop
          a regional plan for Long Island glass recycling

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  1. The department of environmental conservation is hereby
     2  directed to engage and coordinate  Long  Island  municipalities,  Alfred
     3  university, and the glass packaging institute to develop a regional plan
     4  for Long Island glass recycling. Such plan shall include:
     5    (a) proposals for the reuse of recycled materials; and
     6    (b)  site  state-owned property, or property that could be acquired by
     7  the state, where a Long Island glass recycling facility is to be built.
     8    2. No later than one year after the effective date of  this  act,  the
     9  department  of  environmental  conservation shall submit a report to the
    10  governor, the temporary president of the  senate,  the  speaker  of  the
    11  assembly,  the minority leader of the senate, the minority leader of the
    12  assembly, the county executive of Nassau county, and the  county  execu-
    13  tive of Suffolk county detailing the regional plan for Long Island glass
    14  recycling required pursuant to subdivision one of this act.
    15    § 2. This act shall take effect immediately.
