Section 1. That sections 5.04 and 5.10 of the Revised Code | 5 |
be amended to read as follows: | 6 |
Sec. 5.04. The coat of arms of the state shall consist of | 7 |
the following device: a circular shield; in the right foreground | 8 |
of the shield a full sheaf of wheat bound and standing erect; in | 9 |
the left foreground, a cluster of seventeen arrows bound in the | 10 |
center and resembling in form the sheaf of wheat; in the | 11 |
background, a representation of Mount Logan, Ross county, as | 12 |
viewed from Adena state memorial; over the mount, a rising sun | 13 |
three-quarters exposed and radiating thirteen rays to represent | 14 |
the thirteen original colonies shining over the first state in the | 15 |
northwest territory, the exterior extremities of which rays form a | 16 |
semicircle; above and to the left of the sun, a representation of | 17 |
the first piloted airplane, flown by the Wright brothers in 1903; | 18 |
and uniting the background and foreground, a representation of the | 19 |
Scioto river and cultivated fields. | 20 |
The coat of arms of the state shall correspond substantially | 21 |
with the following design: | 22 |
When the coat of arms of the state is reproduced in color, the | 25 |
colors used shall be substantially the same as the natural color | 26 |
of the terrain and objects shown. | 27 |
Sec. 5.10. All official seals shall have engraved thereon | 28 |
the coat of arms of the state, as described in section 5.04 of the | 29 |
Revised Code. | 30 |
The great seal of the state shall be two and one-half inches | 31 |
in diameter and shall consist of the coat of arms of the state | 32 |
within a circle having a diameter of one and three-fourths inches, | 33 |
surrounded by the words "THE GREAT SEAL OF THE STATE OF OHIO" in | 34 |
news gothic capitals. The great seal of the state shall correspond | 35 |
substantially with the following design: | 36 |
The design of the great seal shall not be reproduced, except | 40 |
as required by any provision of the Ohio Constitution and the | 41 |
Revised Code, unless permission to do so is first obtained from | 42 |
the governor. The governor may authorize reproduction of the | 43 |
design of the great seal when the purpose is to do any of the | 44 |
following: | 45 |
(A) Permit publication of a reproduction of the great seal of | 46 |
the state of Ohio; | 47 |
(B) Aid educational or historical programs; | 48 |
(C) Promote the economic or cultural development of the state | 49 |
in a manner deemed appropriate by the governor. | 50 |
A permanent record shall be kept in the governor's office of | 51 |
each permit to reproduce the design of the great seal. | 52 |
No person shall use or permit to be used any reproduction or | 53 |
facsimile of the great seal or a counterfeit or nonofficial | 54 |
version of the great seal for any purpose not authorized by the | 55 |
governor. | 56 |
The seal of the supreme court shall consist of the coat of | 57 |
arms of the state within a circle one and one-half inches in | 58 |
diameter and shall be surrounded by the words "THE SUPREME COURT | 59 |
OF THE STATE OF OHIO." | 60 |
The seal of each court of appeals, court of common pleas, and | 61 |
probate court shall consist of the coat of arms of the state | 62 |
within a circle one and one-fourth inches in diameter, and each | 63 |
seal shall be surrounded by the words "COURT OF APPEALS, | 64 |
................ County, Ohio"; "COMMON PLEAS COURT, | 65 |
................ County, Ohio"; or "PROBATE COURT, | 66 |
................ County, Ohio." | 67 |
(Insert the name of the proper county.) | 68 |
The seals of all other courts of record shall be of the same | 69 |
size as the seal of the court of common pleas, and each shall be | 70 |
surrounded by the proper name of the court. | 71 |
The seal of the secretary of state shall consist of the coat | 72 |
of arms of the state within a circle one and one-fourth inches in | 73 |
diameter and shall be surrounded by the words "THE SEAL OF THE | 74 |
SECRETARY OF STATE OF OHIO." | 75 |
The seal of the auditor of state shall consist of the coat of | 76 |
arms of the state within a circle of one and one-fourth inches in | 77 |
diameter, and shall be surrounded by the words "THE SEAL OF THE | 78 |
AUDITOR OF STATE OF OHIO." | 79 |
The seal of the treasurer of state shall consist of the coat | 80 |
of arms of the state within a circle one and one-fourth inches in | 81 |
diameter, and shall be surrounded by the words "THE SEAL OF THE | 82 |
TREASURER OF STATE OF OHIO." | 83 |
The seal of the lieutenant governor shall consist of the coat | 84 |
of arms of the state within a circle one and one-fourth inches in | 85 |
diameter and shall be surrounded by the words "THE SEAL OF THE | 86 |
LIEUTENANT GOVERNOR OF STATE OF OHIO." | 87 |
The seal of the attorney general shall consist of the coat of | 88 |
arms of the state within a circle one and one-fourth inches in | 89 |
diameter and shall be surrounded by the words "THE SEAL OF THE | 90 |
ATTORNEY GENERAL OF STATE OF OHIO." | 91 |
The seal of each benevolent institution shall consist of the | 92 |
coat of arms of the state within a circle one and one-fourth | 93 |
inches in diameter and shall be surrounded by the proper name of | 94 |
the institution. | 95 |
The seals of all other state, county, and municipal agencies, | 96 |
divisions, boards and commissions shall consist of the coat of | 97 |
arms of the state within a circle one and one-fourth inches in | 98 |
diameter and shall be surrounded by the proper name of the office. | 99 |
All seals mentioned in this section shall contain the words | 100 |
and devices mentioned in this section and no other. | 101 |
Section 2. That existing sections 5.04 and 5.10 of the | 102 |
Revised Code are hereby repealed. | 103 |
Section 3. On the effective date of this act or any act | 104 |
changing the state seal, supplies and materials bearing the state | 105 |
seal as it existed before the effective date of this act or other | 106 |
such act shall be exhausted before new supplies and materials | 107 |
bearing the new state seal are purchased or produced. All other | 108 |
state property bearing the state seal as it existed before the | 109 |
effective date of such act shall be replaced in the ordinary | 110 |
course of business and shall not be replaced solely because the | 111 |
state seal has been changed. | 112 |
