Establishes a moratorium on horizontal stimulation of | 1 |

Environmental Protection Agency publishes a report | 3 |
containing the results of a study of the | 4 |
relationship of hydraulic fracturing to drinking | 5 |
water resources and the Chief of the Division of | 6 |
Oil and Gas Resources Management issues a report | 7 |
analyzing how Ohio's rules address issues raised | 8 |
in the USEPA report. | 9 |
Section 1. (A) As used in this section, "well" and | 10 |
"stimulation of a well" have the same meanings as in section | 11 |
1509.01 of the Revised Code. | 12 |
(B) Beginning on the effective date of this act, horizontal | 13 |
stimulation of a well shall not occur in this state until both of | 14 |
the following have occurred: | 15 |
(1) The United States Environmental Protection Agency | 16 |
publishes a report that contains a study of the relationship of | 17 |
hydraulic fracturing to drinking water resources. | 18 |
(2) The Chief of the Division of Oil and Gas Resources | 19 |
Management has prepared and delivered a report to each member of | 20 |
the General Assembly that analyzes how rules adopted by the Chief | 21 |
under Chapter 1509. of the Revised Code address the issues | 22 |
analyzed by the United States Environmental Protection Agency in | 23 |
the report referenced in division (B)(1) of this section. | 24 |
