  of the President (at the request of Senate Interim Committee on
  Judiciary

                             SUMMARY

  Proposes amendment to Oregon Constitution prohibiting
vindictive justice as foundation of criminal law.
  Refers proposed amendment to people for their approval or
rejection at next regular general election.

                        JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  PARAGRAPH 1. Section 15, Article I of the Constitution of the
State of Oregon, is amended to read:
   { +  Sec. 15. + } Laws for the punishment of crime

  (1) Shall + } be founded on   { - these principles: - }  { +
the principles of + } protection of society, personal
responsibility, accountability for one's actions and reformation.
   { +  (2) May not be founded on the principle of vindictive

shall be submitted to the people for their approval or rejection
at the next regular general election held throughout this
