AN ACT

Amending Title 51 (Military Affairs) of the Pennsylvania

2

Consolidated Statutes, providing for veteran identification

3

cards.

4

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Title 51 of the Pennsylvania Consolidated

7

Statutes is amended by adding a section to read:

8

§ 7703.  Veteran identification card.

9

(a)  Identification card.--The Department of Transportation

10

shall, upon payment of the required fee, issue an identification

11

card to any Pennsylvania resident who meets all of the

12

following:

13

(1)  Served in the United States Armed Forces, including

14

a reserve component or the National Guard.

15

(2)  Was honorably discharged or released from the

16

service.

(3)  Has made application in the manner prescribed by the

2

Department of Transportation.

(b)  Issuance.--Issuance of an identification card to a

4

person under this section shall serve as a legal document for

5

purposes of identification within this Commonwealth. It shall be

6

the duty of the department to verify the status of a person

7

seeking an identification card under this section using form

8

DD-214 or form NGB-22 in conjunction with either of the

9

following forms of identification:

10

(1)  A valid identification card issued by any other

11

executive agency of the Commonwealth.

12

(2)  A valid identification card issued by the United

13

States Government.

(c)  Contents.--An identification card issued under this

15

section shall clearly indicate that the person is a veteran and

16

shall contain the appropriate mark or insignia of the branch of

17

the United States Armed Forces the veteran served in or its

18

reserve component, including the National Guard. Upon

19

application by the veteran, the identification card shall

20

include the mark or insignia for each branch the veteran served

21

in of the United States Armed Forces or its reserve component.

(d)  Substitute address.--Program participants in the Address

23

Confidentiality Program may use a substitute address designated

24

by the Office of Victim Advocate as their address.

25

(e)  Driver's license.--The identification card shall have

26

substantially the same content as a driver's license issued

27

under 75 Pa.C.S. § 1510 (relating to issuance and content of

28

driver's license) but shall clearly indicate that it is not a

29

driver's license.

30

Section 2.  This act shall take effect in 60 days.
