AN ACT

Amending Title 74 (Transportation) of the Pennsylvania

2

Consolidated Statutes, providing for annual limitation on

3

expenditure from Motor License Fund; and establishing the

4

Pennsylvania State Police Fund.

The General Assembly of the Commonwealth of Pennsylvania

6

hereby enacts as follows:

7

Section 1.  Title 74 of the Pennsylvania Consolidated

8

Statutes is amended by adding sections to read:

9

§ 304.  Annual limitation on expenditure from Motor License

10

Fund.

11

Not more than the following amounts for the fiscal years

12

specified may be expended or transferred from the Motor License

13

Fund for the purpose of the operations of the Pennsylvania State

14

Police:

15

(1)  For the fiscal year beginning July 1, 2013, not more

16

than $500,000,000.

17

(2)  For the fiscal year beginning July 1, 2014, not more

18

than $450,000,000.

(3)  For the fiscal year beginning July 1, 2015, not more

than $400,000,000.

(4)  For the fiscal year beginning July 1, 2016, not more

3

than $350,000,000.

(5)  For the fiscal year beginning July 1, 2017, not more

5

than $300,000,000.

(6)  For the fiscal year beginning July 1, 2018, not more

7

than $250,000,000.

(7)  For the fiscal year beginning July 1, 2019, not more

9

than $200,000,000.

(8)  For the fiscal year beginning July 1, 2020, not more

11

than $150,000,000.

(9)  For the fiscal year beginning July 1, 2021, not more

13

than $100,000,000.

(10)  For the fiscal year beginning July 1, 2022, not

15

more than $50,000,000.

(11)  For the fiscal year beginning July 1, 2023, and

17

each fiscal year thereafter, no moneys may be expended or

18

transferred from the Motor License Fund for that purpose.

§ 305.  Pennsylvania State Police Fund.

20

(a)  Establishment.--The Pennsylvania State Police Fund is

21

established in the State Treasury. The moneys of the fund are

22

appropriated to the Pennsylvania State Police on a continuing

23

basis for the purposes set forth in this section.

24

(b)  Source of funding.--Notwithstanding any other provision

25

of law to the contrary, the following amounts for the fiscal

26

years specified shall be deposited into the fund from moneys

27

collected under Article II of the act of March 4, 1971 (P.L.6,

28

No.2), known as the Tax Reform Code of 1971:

(1)  For the fiscal year beginning July 1, 2014,

$50,000,000.

(2)  For the fiscal year beginning July 1, 2015,

$100,000,000.

(3)  For the fiscal year beginning July 1, 2016,

$150,000,000.

(4)  For the fiscal year beginning July 1, 2017,

$200,000,000.

(5)  For the fiscal year beginning July 1, 2018,

$250,000,000.

(6)  For the fiscal year beginning July 1, 2019,

$300,000,000.

(7)  For the fiscal year beginning July 1, 2020,

$350,000,000.

(8)  For the fiscal year beginning July 1, 2021,

$400,000,000.

(9)  For the fiscal year beginning July 1, 2022,

$450,000,000.

(10)  For the fiscal year beginning July 1, 2023,

$500,000,000.

(c)  Use of funds.--In addition to any other moneys

20

appropriated or made available to the Pennsylvania State Police

21

for any purpose, the moneys of the fund shall be expended by the

22

Pennsylvania State Police for the purpose of its operations,

23

including, but not limited to, the enforcement of the provisions

24

of 75 Pa.C.S. (relating to vehicles) and other laws on the

25

highways of this Commonwealth.

(d)  Definition.--For purposes of this section, "fund" means

27

the Pennsylvania State Police Fund established under this

28

section.

29

Section 2.  This act shall take effect in 60 days.
