A RESOLUTION

Urging the Senate to immediately override the Governor's line

item veto of the appropriation to the Pennsylvania Higher

Education Assistance Agency for payment of education

4

assistance grants as contained in section 228 of the act of

5

August 5, 2009 (P.L.   , No.1A), known as the General

6

Appropriation Act of 2009.

WHEREAS, Section 228 of the act of August 5, 2009 (P.L.   ,

8

No.1A), known as the General Appropriation Act of 2009, as

9

passed by the General Assembly, included an appropriation to the

10

Pennsylvania Higher Education Assistance Agency in the amount of

11

$386,198,000 for payment of education assistance grants; and

12

WHEREAS, The appropriation provides grants to Pennsylvania

13

students pursuing higher education; and

14

WHEREAS, The Governor used his power of line item veto to

15

remove the appropriation; and

16

WHEREAS, The Pennsylvania Higher Education Assistance Agency

is unable to process and award grants to students because of the

2

Governor's veto; and

3

WHEREAS, Nearly 172,000 students will be starting or

4

returning to college at the end of August with uncertainty about

5

the amount of their State grants and growing concern about how

6

to cover the costs of their education; and

7

WHEREAS, The number of students eligible for and in need of

8

State grants has increased due to the recession; and

9

WHEREAS, The veto action by the Governor has placed an undue

10

burden on college students and their families during this time

11

of economic strife; and

12

WHEREAS, Higher education is important for the future of our

13

students and the socioeconomic well-being of this Commonwealth;

14

and

15

WHEREAS, Helping to make a college education attainable by

16

providing State grants to Pennsylvania students should be a

17

priority; therefore be it

18

RESOLVED, That the House of Representatives urge the Senate

19

to immediately override the Governor's line item veto of the

20

appropriation to the Pennsylvania Higher Education Assistance

21

Agency for payment of education assistance grants as contained

22

in section 228 of the act of August 5, 2009 (P.L.   , No.1A),

23

known as the General Appropriation Act of 2009.
