Bill Title: As enacted, specifies that the right to a secret ballot in union certification elections will only apply to extent that secret ballots are permissible under state or federal law and that, in any such elections where secret ballots are permissible, no alternative means of designation may be used as convincing evidence of employee majority support; such right may not be waived by means of an agreement between a union and an employer; not applicable to union contracts entered into before July 1, 2011, or that involve both employees within and without Tennessee when the employer conducted business within Tennessee before July 1, 2011. - Amends TCA Title 50.
