Bill Title: Proposing a constitutional amendment to foster economic development and job growth, provide tax relief and funding for education and public safety programs, support the horse racing industry, and reform horse racing and greyhound racing by authorizing casino gaming at destination resorts, authorizing sports wagering, authorizing Tribal-State compacts with federally recognized Indian tribes, and creating the Texas Gaming Commission to regulate casino gaming and sports wagering; requiring a license to conduct casino gaming; and requiring the imposition of a casino gaming tax, sports wagering tax, and license application fees.

Amend CSHJR 155 (house committee report) as follows:
(1)  On page 5, strike lines 11-12 and substitute the following:
(5)  one destination resort in:
(A)  the McAllen-Edinburg-Mission metropolitan statistical area; or
(B)  the Brownsville-Harlingen metropolitan statistical area; and
(2)  On page 9, strike lines 11-21 and substitute the following:
(5)  for a casino license in the McAllen-Edinburg-Mission or Brownsville-Harlingen metropolitan statistical area, the applicant must:
(A)  commit to investing for new development of the destination resort an amount equal to at least $250 million, including land acquisition; and
(B)  if the destination resort will be located in the McAllen-Edinburg-Mission metropolitan statistical area, be a racetrack association that on January 1, 2022, held a license to conduct racing in the McAllen-Edinburg-Mission metropolitan statistical area or be the person designated by the racetrack association under Subsection (f) of this section; and
(3)  On page 13, line 12, strike "or".
(4)  On page 13, strike line 13, and substitute ", McAllen-Edinburg-Mission, or Brownsville-Harlingen metropolitan statistical area."
