No significant fiscal implication to the State is anticipated.
The bill would allow the Department of Family and Protective Services (DFPS) to request admission of a minor to an inpatient mental health facility if the minor would benefit from a specialty inpatient stabilization treatment program. Including for minors 13 to 17 years where the court has determined that the minor would benefit from a specialty inpatient stabilization treatment program.
DFPS has indicated they anticipate that youth who no longer meet medical necessity for inpatient psychiatric hospitalization will have to remain in the hospital pending a court's decision on admission into the inpatient psychiatric stabilization treatment program. DFPS believes that this delay would require the agency to enter into child specific contracts with the hospital. The agency is unable to determine the fiscal impact of increased child specific contracts.
