A BILL TO BE ENTITLED
 
AN ACT
  relating to the composition of the statewide health coordinating
  council.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 104.011(a), Health and Safety Code, is
  amended to read as follows:
         (a)  The statewide health coordinating council is composed
  of 17 members determined as follows:
               (1)  the executive commissioner or a representative
  designated by the executive commissioner;
               (2)  the chair of the Texas Higher Education
  Coordinating Board or a representative designated by the presiding
  officer;
               (3)  the commissioner or a representative designated by
  the commissioner;
               (4)  the commissioner of the Texas Education Agency
  [aging and disability services] or a representative designated by
  the commissioner of the Texas Education Agency [aging and
  disability services]; and
               (5)  the following members appointed by the governor:
                     (A)  three health care professionals from the
  allied health, dental, medical, mental health, and pharmacy
  professions, no two of whom may be from the same profession;
                     (B)  one registered nurse;
                     (C)  two representatives of a university or
  health-related institution of higher education;
                     (D)  one representative of a junior or community
  college with a nursing program;
                     (E)  one hospital administrator;
                     (F)  one managed care administrator; and
                     (G)  four public members.
         SECTION 2.  On the effective date of this Act, the
  commissioner of the Texas Education Agency or a representative
  designated by the commissioner of the Texas Education Agency
  replaces the member appointed to the position held by the former
  commissioner of aging and disability services or designee as a
  member of the statewide health coordinating council, in accordance
  with Section 104.011, Health and Safety Code, as amended by this
  Act.
         SECTION 3.  This Act takes effect September 1, 2019.
