A BILL TO BE ENTITLED
 
AN ACT
  relating to an application for a ballot to be voted by mail.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 84.002, Election Code, is amended by
  adding Subsection (c) to read as follows:
         (c)  A voter may indicate on the voter's application for a
  ballot to be voted by mail on the ground of age or disability
  submitted to the county clerk that the application is for ballots to
  be voted by mail in each election for which the county clerk serves
  as the early voting clerk held before the end of the calendar year
  in which the first presidential election is held following the date
  the application is submitted. 
         SECTION 2.  Section 86.0015, Election Code, is amended by
  amending Subsection (b) and adding Subsection (b-1) to read as
  follows:
         (b)  An application described by Subsection (a) is
  considered to be an application for a ballot for each election in
  which the county clerk serves as early voting clerk and:
               (1)  in which the applicant is eligible to vote; and
               (2)  that occurs before [the earlier of:
                     [(A)]  the end of the calendar year in which:
                     (A)  the application was submitted; or
                     (B)  if requested on the voter's application, the
  first presidential election is held following the date the
  application was submitted.
         (b-1)  Notwithstanding Subsection (b), the county clerk may
  not provide a ballot to a voter under this section after the date
  the county clerk receives notice from the voter registrar under
  Subsection (d) that the voter has submitted a change in
  registration information.
         SECTION 3.  The change in law made by this Act applies only
  to an application for a ballot to be voted by mail received on or
  after the effective date of this Act.
         SECTION 4.  This Act takes effect September 1, 2015.
