A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the Texas Education Agency developing a strategic plan |
|
|
to increase enrollment in state prekindergarten programs. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. (a) The Texas Education Agency shall develop a |
|
|
strategic plan to encourage student enrollment in state |
|
|
prekindergarten programs. The plan must: |
|
|
(1) provide that a state prekindergarten program is |
|
|
preferred to student enrollment in a federal Head Start program; |
|
|
and |
|
|
(2) include strategies for outreach to the parents of |
|
|
eligible children to enroll in state prekindergarten programs. |
|
|
(b) Not later than December 1, 2016, the Texas Education |
|
|
Agency shall deliver to the governor the strategic plan developed |
|
|
under Subsection (a) of this section. |
|
|
(c) This section expires January 1, 2017. |
|
|
SECTION 2. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2015. |
