A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the creation of a low-interest loan program for |
|
|
entrepreneurs with physical or mental disabilities. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Title 4, Labor Code, is amended by adding |
|
|
Subtitle D to read as follows: |
|
|
SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES |
|
|
CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES |
|
|
Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH |
|
|
DISABILITIES. (a) The Texas Workforce Commission shall establish |
|
|
and administer a low-interest loan program to support |
|
|
entrepreneurship among persons with physical and mental |
|
|
disabilities. The commission shall adopt rules as necessary to |
|
|
establish and administer the loan program. |
|
|
(b) The commission may solicit and accept gifts, grants, and |
|
|
donations from public and private entities to use for the purposes |
|
|
of this section. |
|
|
(c) For purposes of this section, "disability" means, with |
|
|
respect to an individual, a mental or physical impairment that |
|
|
substantially limits at least one major life activity of that |
|
|
individual. |
|
|
SECTION 2. Not later than January 1, 2020, the Texas |
|
|
Workforce Commission shall adopt rules necessary to implement |
|
|
Chapter 375, Labor Code, as added by this Act. |
|
|
SECTION 3. This Act takes effect September 1, 2019. |
