| commemorating the Bill of Rights on the Supreme Court Building | ||
| plaza. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Chapter 443, Government Code, is amended by | ||
| adding Section 443.0141 to read as follows: | ||
| Sec. 443.0141. BILL OF RIGHTS PLAZA. (a) Subject to | ||
| Subsection (b), the State Preservation Board and the Texas | ||
| Facilities Commission may: | ||
| (1) authorize the placement and construction of a | ||
| memorial plaza commemorating the federal Bill of Rights on the | ||
| plaza in front of the Supreme Court Building; and | ||
| (2) jointly determine matters relating to the | ||
| location, content, design, construction, and maintenance of the | ||
| memorial plaza on property under the jurisdiction of the board or | ||
| the commission. | ||
| (b) Public money may not be used to finance the design or | ||
| construction of the memorial plaza. | ||
| (c) The board and the commission may adopt rules necessary | ||
| to implement and administer this section. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
